Ituri to Raise Fuel Tax to $1,500 per Truck Starting August 1

The provincial revenue authority of Ituri (DGRPI) has announced a planned increase in the conventional tax on the transportation and storage of petroleum products. Starting August 1, 2025, the fee will rise from $1,000 to $1,500 per fuel tanker entering the province.

According to DGRPI Director General Étienne Obema Alowa, the increase follows the first amendment to the agreement signed on August 1, 2024, between the provincial government, the Federation of Enterprises of Congo (FEC/Ituri), and the professional committee of petroleum importers.

The revised agreement includes governance safeguards such as revenue traceability, improved security at storage facilities, and tighter control of fuel movement between provinces.

Authorities stated that the added revenue will help fund road rehabilitation projects, especially in Bunia, the provincial capital, and the territories of Mahagi and Aru. These areas lie along a vital trade corridor linking DR Congo with Uganda.

Daniel Mugisa, president of the petroleum importers’ committee, confirmed the reform will be implemented. He noted that several companies were selected jointly by the authorities and fuel operators to carry out the roadwork. These firms include Good News Africa Sarlu, OGK, Mont Gabaon, and Safricas. The exact length of roads to be modernized will be determined by the provincial government.

This new phase builds on earlier efforts. Twenty kilometers of road have already been upgraded in Bunia using proceeds from the previous tax, under a contract awarded to Good News Africa Sarlu.
