The Private Sector Subcontracting Regulatory Authority (ARSP) has introduced a reporting and complaint management mechanism aimed at strengthening transparency in its dealings with economic operators.
In a statement signed on June 24, 2026, Director General Ted Beleshayi Kasanda said the system is intended for all stakeholders, “prime contractors particularly.”
The mechanism is designed to enable the reporting of any conduct that violates regulations, ethical standards or the institution’s public-service responsibilities. ARSP said the channels are available on working days, Monday through Friday, from 8:30 a.m. to 4:30 p.m. Reports may be submitted anonymously, and each complaint must be handled confidentially, in accordance with the rights of the individuals concerned and applicable regulations. The institution said any misconduct found to violate procedural or ethical standards will be subject to sanctions.
Resumption of Inspections
The initiative comes as ARSP resumes inspections of contracting authorities and prime contractors. Under directives issued on June 12, 2026, inspectors deployed in the field must carry a mission order signed by the director general. They may also request certain documents, including the financial statements of the companies being inspected.
Following these missions, ARSP plans to use the data collected to produce indicators on the participation of companies majority-owned by Congolese nationals in subcontracting contracts. For Ted Beleshayi, who was recently appointed to lead the institution, the mechanism reflects stronger internal governance practices. As ARSP strengthens its oversight authority over companies, it is also seeking to ensure greater accountability in its own procedures.
