Plastic recycling company OK Plast Sarl could benefit from a renewal of tax exemptions granted under a decree dated December 19, 2023.
During the 76th Cabinet meeting held on January 2, 2026, Environment Minister Marie Nyange Ndembo presented the conclusions of an evaluation of the decree. The decree suspended the collection of value-added tax and customs duties on selected materials and goods derived from plastic waste recycling.
The minister said an ad hoc joint commission issued a favorable technical opinion supporting renewal of the exemptions for sector operators.
The commission highlighted the scheme’s contribution to reducing plastic pollution. The commission also emphasized the policy’s positive impact on job creation.
Following the presentation, the Cabinet recommended that authorities formally submit the file at a future meeting.
The Cabinet requested a deeper review supported by a detailed opinion and deliberations. The Cabinet aimed to reach a decision on plastic waste management in Kinshasa and at the national level.
The decree provided a 24-month suspension of customs duties and import VAT on selected raw materials used to manufacture preforms from recycled plastic waste.
The covered products included polyethylene terephthalate (PET), caustic soda, industrial organic surfactants, silicones in primary form, sodium chloride, and colorants.
The decree followed a partnership agreement signed in 2022 between the Ministry of Environment and OK Plast.
The agreement structured cooperation on sanitation activities, particularly plastic waste collection, treatment, and recycling.
The agreement covered a five-year period, with renewal subject to evaluation.
