The Democratic Republic of Congo's Ministry of Foreign Trade announced on Wednesday the validation of a prototype for the country's Commercial Information Portal, known by its French acronym PIC. The digital platform is intended to centralize the rules and procedures governing import, export and transit operations.
According to the ministry, the PIC will provide economic operators, investors and public institutions with a single access point for official information related to foreign trade. This includes customs formalities, documentary requirements, regulatory texts, administrative procedures and rules governing cross-border trade.
Officials presented the platform as a tool to improve transparency and facilitate trade. The project forms part of commitments made by the DRC under the World Trade Organization's Trade Facilitation Agreement, which requires member states to publish foreign trade regulations, improve administrative transparency and simplify cross-border procedures.
The initiative, supported technically by TradeMark Africa and Alerte Internationale, aims to address a longstanding challenge in the Congolese business environment: the lack of clarity surrounding trade regulations.
Improving Trade Competitiveness
Importers and exporters operating in the DRC often have to deal with multiple agencies, procedures and requirements that are not always fully aligned. Businesses regularly cite the large number of required documents, regulatory instability, administrative costs, delays and the difficulty of accessing centralized and up-to-date official information as major constraints.
In that context, the PIC represents an effort to standardize and centralize public trade information. Authorities say the portal should make trade procedures more predictable and reduce administrative barriers, with the broader goal of strengthening the country's competitiveness. The ministry also said the platform would enable the DRC to compare its trade procedures with those of other WTO member states.
Next steps include a formal presentation of the portal to the government by Foreign Trade Minister Julien Paluku Kahongya, ahead of its operational launch and official notification to international partners, including the WTO and the African Continental Free Trade Area.
The initiative complements the Integrated Single Window for Foreign Trade, known as GUICE, which is managed by SEGUCE RDC. While the GUICE handles the processing of foreign trade operations - including requests, validations, payments, documentation and import, export and transit procedures - the PIC will centralize information on the rules, procedures, required documents, costs, timelines and administrative requirements associated with those operations. It could therefore serve as an information gateway to the single-window system.
